    Congress Shows Support For $2 Million Pirate Radio Fines

    Bipartisan support for a proposal to raise the maximum fine for pirate radio to as much as $2 million emerged in the House Subcommittee on Communications and Technology on Thursday. During a discussion into the proposed Preventing Illegal Radio Abuse Through Enforcement or “PIRATE” Act, which is being circulated among members, lawmakers agreed the current fines have come up short in the effort to go after pirate radio operators.

    Broadcaster Access to Disaster Areas Becomes the Law of the Land

    Monday’s enactment of the Consolidated Appropriations Act, 2018 (feel free to read it, it’s only 2,232 pages) was welcomed by broadcasters. If you’ve been following the trade press, you’ll know that’s largely because it not only added a billion dollars to the FCC’s fund for reimbursing broadcasters displaced by the spectrum repack, but for the first time made FM, LPTV and TV Translator stations eligible for repack reimbursement funds.

    Washington Wakes Up To TV Repack’s Impact On Radio

    “Innocent bystanders.” That’s how the National Association of Broadcasters describes the estimated 631 radio stations facing forced silent periods—or even the potential loss of their tower sites—amid the looming television spectrum repack. Unlike TV stations, which pocketed $10.1 billion for agreeing to change channels or sign-off for good, radio is facing lost listeners and advertising revenue with nothing but the expense of building an auxiliary antenna site in its future.

    $1 Billion in Additional Repack Funds Included in Bill 

    On Wednesday, omnibus appropriations legislation that includes $1 billion in additional funding for the broadcast spectrum incentive auction repack was released. The bill appropriates $600 million for the spectrum auction repack fund in FY 2018, with up to $350 million authorized for full-power stations’ relocation, up to $150 million for low-power TV station and translator relocation, up to $50 million for radio stations’ expenses and $50 million for consumer education.

    YouTube wants the news audience, but not the responsibility

    IHeart Reaches Agreements With Stakeholders, Files Chapter 11 

    After months of negotiations and numerous forbearance extensions, iHeartMedia has struck an agreement in principle with holders of more than $10 billion of its debt. The company says the agreement reflects “widespread support” across its capital structure for a comprehensive balance sheet restructuring that will reduce its debt by more than $10 billion.

    Lotus President Named Hispanic Broadcaster of the Year

    Lotus’ Spanish-language stations and their performance that has led Kalmenson to receive the 2018 Medallas de Cortez Award as Broadcaster of the Year. In accepting the award, Kalmenson was gracious while also repeating fiery statements on radio audience measurement of Hispanics. “We are grossly underrepresented,” he said of Hispanic radio consumers.

    Democrats May Have Their Pick For An FCC Seat

    Democrats in Congress have reportedly coalesced around a pick to fill the seat on the Federal Communications Commission held by Mignon Clyburn. And it’s someone who’s already in the building. Politico reports Senate Majority Leader Chuck Schumer (D-NY) is ready to pick Geoffrey Starks as the nominee to fill one of two Democratic seats currently on the Commission.

    House Passes Repack Funding Bill—With A Bonus For Broadcasters 

    Radio stations hit by the upcoming repack of television spectrum are one step closer to securing federal dollars to offset their costs related to the process. The House unanimously approved a bill (H.R. 4986) Tuesday that would create the FM Broadcast Station Relocation Fund. The pool of money could be tapped by owners of FMs and FM translators to help stations build back-up facilities or cover lost advertising revenue when forced to go dark while engineers are working on a co-located TV antenna.

    Could Meredith buy WHO-TV or KDSM?

    Meredith Corp. is looking to buy some Sinclair Broadcast Group television stations as that conglomerate finalizes a merger with Tribune Media. Steve Lacy, executive chairman of the Meredith board, told an audience at a media conference Monday morning that he would ask the company's board of directors later in the day for permission to bid on certain Sinclair television properties.

    Study Shows That Every $1 Spent on Radio Advertising Returns $12 In Purchase Activity

    Radio network Westwood One wanted to get a sense of the return its advertisers were getting on their investments—it promised as much last fall, when it established ROI guarantees—so it partnered with Nielsen Catalina Solutions to determine how a product in the consumer-packaged-goods realm performed and found that radio delivered $12 in sales for every $1 spent on advertising.

    Fox Wants to Reduce Ad Time to Two Minutes per Hour by 2020

    Fox Networks Group’s ad sales chief, Joe Marchese, is setting a lofty goal for the broadcast network: reducing TV ad time to two minutes an hour by 2020. Mr. Marchese announced that target at a private industry event it hosted last week in Los Angeles, where advertisers, buyers and executives from rival media companies discussed TV advertising’s woes.

    Pirates Operating In Small Markets Too

    And the FCC wants them stamped out. Eric Evans in Yuma, Arizona, operating at 96.5-FM from his home, and Arthur Ware from Des Moines, Washington, operating at 88.3 from his business, are both given 10 days to shut down their illegal radio stations and explain to the government why they were doing so.

    Tegna Enters Radio Biz With Closing On San Diego Combo 

    The San Diego radio market, dominated by iHeartMedia and Entercom, has a new radio operator. TV giant Tegna has closed its $325 million purchase of Midwest Television’s radio-TV combo in radio market No. 17. The deal, which marks Tegna’s first foray into radio ownership, includes rock KFMB-FM (100.7), news/talk KFMB (760), “CBS 8” KFMB-TV and the digital subchannel KFMB-D2, which carries CW network programming.

    As promised, Facebook traffic to news publishers declines again, post news-feed change

    Chartbeat data showed Facebook traffic to publishers declined 6 percent since the beginning of January, said Josh Schwartz, chief of product, engineering and data at Chartbeat. Facebook had already been sending less traffic to publishers, with referrals down 15 percent in 2017, according to Chartbeat, which measures traffic to around 50,000 publishers globally, with a skew towards news publishers.

    ComScore Grows TV Measurement Footprint

    ComScore said Tuesday that it has grown its passive television measurement footprint by more than 40% to include over 69 million televisions in more than 31 million U.S. homes. With the expanded footprint, comScore is now measuring one in every two TV households in 52 of the 210 local U.S. television markets including Los Angeles (No. 2) and Dallas-Fort Worth (No. 5), and nearly one in every four TV homes nationally.

    F.C.C. Watchdog Looks Into Changes That Benefited Sinclair

    Last April, the chairman of the Federal Communications Commission, Ajit Pai, led the charge for his agency to approve rules allowing television broadcasters to greatly increase the number of stations they own. A few weeks later, Sinclair Broadcasting announced a blockbuster $3.9 billion deal to buy Tribune Media — a deal those new rules made possible.

    The John S. and James L. Knight Foundation today announced a $1.9 million grant to Arizona State University’s Walter Cronkite School of Journalism and Mass Communication to advance digital and broadcast innovation in local television news.

    Last Push For Radio To Move To Online Public Files

    The countdown is on for all full-power radio stations to move their public inspection files online. The Federal Communications Commission has ordered all stations to shift to an online file on the FCC’s searchable portal website by March 1. It’s the last wave of stations to make the switch. Television stations began posting their public files online in 2012 and radio stations in the top 50 markets followed in 2016.

    ESPN Plus Service Will Cost $4.99 Per Month

    Walt Disney Co. CEO Bob Iger said the highly anticipated direct-to-consumer streaming product ESPN Plus will launch in the spring and will cost $4.99 a month. Speaking on Disney’s earnings call Tuesday, Iger said ESPN Plus will be available via a new, reconceived ESPN app.

    FCC Will Consider Creating a New FM Class

    The FCC Media Bureau is circulating a notice of proposed rulemaking on whether to create a new class of FM radio stations in the United States. Chairman Ajit Pai made the announcement at MMTC’s annual Broadband and Social Justice Summit.

    Senate Moves Forward on Music Modernization Act - Billboard

    A bipartisan group of Senators introduced the sweeping bill, which contains comprehensive music licensing reforms. The Music Modernization Act today was introduced in the Senate, co-sponsored by Senators from both parties. The bill mirrors the proposed legislation already entered into the House of Representatives in that it calls for a blanket mechanical license to be administered by a new yet-to-be-created agency, which is intended to benefit both music publishers and songwriters as well as digital services.

    The false ballistic missile warning on Jan. 13 in Hawaii has raised important questions about America’s emergency alerting apparatus and the best practices for keeping citizens informed during times of crisis.     What do Facebook changes mean for local newsrooms? - RTDNA

    In December 2017, Facebook started out the latest round of algorithm updates by announcing plans to demote “engagement bait” and pages that regularly use posts with calls to like, comment or share simply for the sake of generating higher engagement numbers. This means posts with little added value for audiences, such as “Like if you’re glad it’s Friday,” won’t get as much reach. That doesn’t mean pages can no longer encourage conversation.

    O'Rielly Takes Aim at Kid Vid Mandates - Broadcasting and Cable

    FCC Commissioner Michael O'Rielly hopes and prays that the FCC will reconsider its "Kid Vid" rules, but today they are still just as much in place as ever. In a new blog post, O'Rielly is proposing the FCC rethink what he calls its "ineffective and burdensome requirements currently imposed on our nation’s broadcasters to air a certain amount of educational and informational children’s programming on a weekly basis." That is the requirement that TV stations air at least three hours per week of core educational/informational children's TV programming in at least 30-minute blocks.

    The E.W. Scripps Co. today announced comprehensive restructuring and cost reductions expected to yield more than $30 million in annual cost savings. The goal, it says, “is creating a stronger, more streamlined and higher-performing company.”

    Rupert Murdoch has an idea for fixing Facebook’s relationship with publishers: The social giant should just pay them. Murdoch issued a statement Monday saying he thought Facebook and Google’s efforts to work with publishers that post on its platform has been “inadequate commercially, socially and journalistically.”

    AZ State University Touts Online Degrees On Radio

    New year, new career? That’s the hope of Arizona State University, which appears in the top 10 national advertisers at radio for the first time, at No. 9, for the week of Jan. 15-21. ASU offers more than 150 undergraduate and graduate degree programs through its online platform, with more than 25,000 students enrolled through ASU Online.
