New Effective Date for Closed Captioning Quality Rules – March 15, 2015

Please see the important note below and memo from NAB’s Senior Vice President and Deputy General Counsel Ann Bobeck regarding Closed Captioning Quality Rules.

Greetings –

The Commission has decided, in light of the complex certification issue, that the best route forward is to postpone the effective dates of all of sections 79.1 (j) and (k)  – the recently adopted closed captioning quality rules by 60 days. This will happen when the Fed Register Notice announcing OMB approval is published. Our understanding is this will be handled under delegated authority by the Bureau. The FCC has authorized us to “spread the word.”

This extension will hopefully give television stations additional time to negotiate and obtain programming certifications under the best practices.  We have attached NAB’s Counsel Memo on the Rules for your convenience.
